Willington Scholarship Foundation Dollars for Scholars past president and treasurer testifies before the CT Committee  in favor of Senate Bill 1112 prohibiting  "institutions of higher education from reducing the amount of institutional financial aid . . . awarded to a student as a result of such student receiving a scholarship."  Scholarship displacement occurs when a student receives a scholarship after their initial financial aid award and their college or university reorganizes their institutional aid package, often leading to a net zero gain for the student.
